Metrological certification of the SI

The department of rendering metrological services renders services in registration of measuring instruments in the register of the state system of ensuring unity of the measurements of the Republic of Kazakhstan applied in the sphere of the state metrological control.

The department renders services in registration of measuring instruments in the register of GSI of RK in full, excepting the customer from authorized body of the Republic of Kazakhstan, providing reference base for conducting pilot studies of measuring instruments, development of programs of tests for the statement like measuring instruments, programs of metrological certification of measuring instruments, techniques of checking and programs of certification of the test equipment and other intermediate requirements of public authorities, before obtaining documents by the customer of a full package by results of tests for use of a measuring instrument in the territory of the Republic of Kazakhstan.

The department renders services in registration of measuring instruments in the register of GSI of RK being guided by the following national standards and interstate agreements:

- the statement like measuring instruments on ST of PK 2.21-2007 "An order of carrying out tests for the purpose of the statement like measuring instruments";

- metrological certification of measuring instruments on ST of PK 2.30-2007 "An order of carrying out metrological certification of measuring instruments;

- obtaining permissions to application of foreign standard samples on ST of PK 2.79-2004 "Standard samples of structure and properties of substances and materials of foreign release. An admission order to application. Basic provisions";

- certification of the test equipment for ST of PK 2.75-2009 "Order of carrying out certification of the test equipment";

- recognition of results of tests and the statement of type, checking, metrological certification of measuring instruments on PMG06-2001.

The measuring instruments imported or made in the territory of the republic in single copies (no more than three measuring instruments one applicant within a year) and applied in the sphere of implementation of the state metrological supervision are subject to metrological certification, including:

−      the measuring channels which are logging in the automated control, managements and other systems (complexes);

−      the standards made and delivered to the republic in single copies;

−      the single copies of measuring instruments of serial release applied in the conditions and the modes different from conditions and the modes for which a normirovana their metrological and technical characteristics, or to a design of which are made the changes influencing these characteristics;

−      single copies of measuring instruments of serial release for which individual metrological characteristics are established.

On metrological certification of a measuring instrument are represented by public authorities of management, natural and legal entities - producers, users, suppliers of measuring instruments (further applicants).

Metrological certification of measuring instruments according to [1] is carried out by the state scientific metrological center (further GNMTs).

Metrological certification of measuring instruments consists of the following stages:

−      consideration of the technical documentation submitted on metrological certification;

−      pilot studies of measuring instruments;

−      approbation of a technique of checking of measuring instruments;

−      registration of results of metrological certification of measuring instruments.

        If necessary experimental data can be carried out in several steps.

If necessary metrological certification of measuring instruments can be carried out on the basis of other legal entities with involvement of their experts.

Recognition of results of metrological certification is carried out according to the existing international agreements (contracts) which participant is the Republic of Kazakhstan and the normative documents developed in their development. The decision on recognition of results of metrological certification of measuring instruments is made by authorized body on technical regulation and metrology (further authorized body).

Recognition of results of metrological certification of the measuring instruments made in the CIS countries is carried out according to normative documents:

• ST of PK 2.1-2000 State system of ensuring unity of measurements. Terms and definitions;
• ST of PK 2.63-2003 State system of ensuring unity of measurements. Techniques of checking of measuring instruments. Order of development, statement and application.

The measuring instruments which underwent metrological certification are subject to checking in use and after repair according to a technique of the checking specified in the certificate on metrological certification of a measuring instrument.

Works on metrological certification of measuring instruments or its separate stages are carried out on a contractual basis.

By positive results of metrological certification the measuring instrument and a technique of checking are registered the register of the state system of ensuring unity of measurements of the Republic of Kazakhstan.
